National Asset Directory

Though in the nascent stage, the National Asset Directory envisages to capture assets across the country by creating a data base through a mobile app. Great idea to check out State wise, District wise and Village / Town wise data of assets across several categories. Digitization of assets was a need in out country since long.

National Asset Directory (NAD) is one of the 12 applications developed as part of Panchayat Enterprise Suite (PES). NAD aims to keep a stock of all the assets created/ controlled/ maintained by the Rural Local Bodies (RLBs) i.e. Panchayats at district, intermediate and village level, Urban Local Bodies (ULBs) i.e. Municipalities, Corporations, Town Areas etc. and Line Departments in the country. It is felt that RLBs/ULBs/Line Departments are creating a large number of assets under various schemes. However, due to lack of information, sometimes new assets are being created when the requirement could be met by repairing/upgrading old ones leading to a sub-optimal utilization of scarce funds and resources. NAD envisages facilitating proper planning, convergence of funds from various schemes and record keeping of various assets created/maintained/controlled by RLBs/ULBs/Line Departments. It acts as a repository of various assets created/ controlled/ maintained by RLBs/ULBs/Line Departments and assigns a code to each asset for its unique identification leading to effective utilization of the assets. 

NAD is web-based application software that envisages facilitating proper planning, convergence of funds from various schemes and record keeping of various assets created/maintained/controlled by RLBs/ULBs/Line Departments by assigning a unique ID to each asset. 

NAD captures all details related to an asset as it goes through various stages of its life cycle viz. asset creation through construction, acquisition, purchase etc. asset upgradation, asset maintenance, asset earnings and disposal. The key features of this software include: Generates a unique Asset ID: NAD generates a unique Asset ID for identification of Assets created/maintained/controlled RLB/ ULB/ Line Department. Captures Asset Details: NAD captures all details related to an asset as it goes through its life cycle including General details such as Asset type, category & sub category of asset, order number, order date, order issuing authority, parameter(s) of asset (s), Source of funds, location of asset, purpose of asset creation, cost of asset, expected life of asset, way by which asset is created (constructed, purchased, donated, acquired), supporting document (s), etc. and the specific details viz. Name of Asset, Asset description, Operationalization Date and Geo Reference Location for individual asset. Location of asset can be physical location e.g. village in case of immovable assets such as building, land etc. or Panchayat offices in case of movable assets say generator located in RLB.

National assets directory is really a helpful application as it helps to promote greater transparency like keeps track of the Assets transferred between entities or between entities and an external agency. The System will capture the transfer details related to an asset including transfer order no. transfer order date, date of transfer, name of RLB/ ULB/ Line Department to which the asset is transferred and asset transfer rights which promote greater transparency in the system.

multilingual support is also a very helpful feature of software. It provides an interface to each state to configure the software to meet their local language needs.

Some time after the creation of asset or after being used for some time, the asset can be given to other agency through lease or rent, thus accruing financial benefits to the owner. The system will capture whether the asset is given on lease or rent or user charges, duration for which it is given, periodicity of earning, amount earned, supporting documents, etc.This is also another helpful feature of National assets directory.

Assets are resources controlled by an entity as a result of past events and from which future economic benefits or service potential is expected to flow to the entity [Ref: As defined by International Public Sector Accounting Standards Board and reported in Model National Municipal Asset Valuation Methodology Manual, January 2009, Ministry of Urban Development, GOI].
The purpose of National Asset Directory (NAD) is to keep track of all the assets created or maintained by RLB, ULB or Line Department. EU looking for Asset Management to track the failure of the asset market tells us how beneficial Asset Management can be. India, where incentives are designed with utmost care, but these atrophies because of the poor unwieldy management. When old stocks are enough to satiate current needs, opulence is not what one looks for. Rather, the newer stocks may depreciate over the time, rendering them worthless and hampering the financial balance of the latent nation. This NAD can be a boon to every human asset in rural area for an efficient system. But the problem that may blur the picturesque situation is illiteracy that seems to be perpetually unpropitious. But other than this, NAD with its Unique Asset Identity system, its asset management system, the transfer of asset etc would definitely lead to the betterment and efficient functioning. Not only this, it will also help to check corruption since maintenance, earning and disposal, all are part of this. Hope this helps bolster the back-bone of India.

Agreeing to the above comment of Abhirakshak Rajpal, although Illiteracy surely becomes a backlog to the concept of NAD. However, looking at the increased focus towards digitization and education in the 21st century India, the concept of NAD is definitely very promising. Also a package of Computer Based Training (CBT) is provided for better understanding to the target group.

India is on the great path of development and for the same assets are being imbibed as sine qua non of this development process. The move taken by the government of creating a web based application for keeping a track on the assets as are used by the organization (govt.) in the rural areas is a essential task as far as checking any non essential or unworthy activities are concerned.
NATIONAL ASSET DIRECTORY may prove to be a mammoth task for the government but when properly planned and implemented same will be proved as the most important link towards information about every asset used in village organization. National Asset Directory (NAD), which is one of the software applications envisaged as part of Phase II of e-Panchayat of the Model Mission Project. It aims to keep stock of all assets created, from streetlights to government lands, controlled and maintained by rural and urban local bodies. Each asset of each panchayat was assigned a code for its unique identification. Precise information on government assets was felt to be the need of the hour by the Central government so NAD was developed to keep in check of such situations. Each and every asset of the government can be protected in this system. The assets like government lands, schools, veterinary hospitals, government hospitals, anganwadi buildings, CC roads, streetlights, burial grounds, bank buildings, power poles, network towers, water resources and others were counted and tagged. Some of the panchayat secretaries were also imparted training in how to update the assets in the NAD.

National Asset Directory is an e-governance platform, which tracks assets produced and already existing assets and hence in a way helping in reducing liability by tracking for new assets which are not required and instead demand could be fulfilled by the maintenance of older assets. Also, making details of assets online helps in keeping full track and helps in better organization, management, and proper planning. NAD, a step of progress towards the digital India is something we all shall be proud of. The said project keeps the track of the assets and acts as a guiding agent for its maintenance and disposal. This helps us in bringing transparency in the system and also maintaining assets.

Multilingual feature makes it easier for the people to use it. This feature cuts down the linguistic barriers and makes it user friendly.

Where illiteracy may seem as barrier, Progressing India and increasing literacy rate are motivation for such step.

helpful application as it facilitates to promote greater transparency by keeping track of the Assets transferred between entities or between entities and an external agencies.This move ensures that maximum level of efficiency is attained at all levels.NAD keeps track of asset details including Asset name, Asset description, category & sub category of asset, Asset For (SC, ST or Non SC/ST), Source of funds, location of asset, purpose of asset creation, approved and actual cost of asset, expected life of asset, way by which asset is created (constructed, purchased, donated, acquired), etc.
digitalization is a great step taken forward by our country and NAD is an apt application of this initiative it will definitely prove out to be helpful in the maintenance of the asset and also result in transparency.

i tried using the web site but it was not working properly moreover it didn't showed any information as i searched for. but after some time if it starts to work properly it will help citizen to get complete information about their village or town and will hence help in reducing corruption in the lower level machinery of government. it will also help in digitize government mechanism.
