Critical Note By Devesh Tomar (15BBL057)

Please go through the brief note which is a critical comment on a previous post on this blog on Indian Railways. Devesh has questioned the need to compare / follow India with other countries. The argument has substance and relevance. I agree to the fact that apples and oranges cannot be compared. The issue that I related to; is to ensure that the best practices in railway security, budgeting, innovative traffic management and station management should be developed by looking at the other rail networks of the world.

I am happy with this development where your reading of the blog has resulted in the "Other Point of View". In other words, this is critical thinking and "Out of Box Attitude".

Ensure that all of you read Devesh's response and build the "Other" opinion based on your readings and experiences. I am publishing the email excerpts that I received from Devesh a couple of days ago.

Sir some days back you posted on your blog a issue related to Indian railways in which everyone was talking about the defects in our system and a lot more. 

In a reply to a comment you raised a question saying that we should adopt methods alike other nations like USA, Russia and China has adopted.

Sir my question is..to what extent is it right to compare ourselves with these developed and big economies.  USA and Russia are developed countries who are much ahead of us in terms of technology and funds allotment for their proper functioning of their railways. On the other hand china has the second largest economy and much ahead in technology as compared to  india.

We say that we should develop single line track to double. But looking in reality do you find this possible in the current scenario.  Lack of efficient technology, funds for development, and a big problem of land acquisition.

We all know that our railway functions under huge loss and still we don't want government to raise the prices to meet loss occurred. We often have to buy technology from other countries which in itself is a huge expenditure for the government and to add more evil to the problem we have the problem of land which the government. Because a small land if the government is not able to acquire the whole project will be flushed out.

Unlike us these countries don't have the provision of consent in there model of land acquisition. This helps them to acquire land easily. But this is big issue in our country.


Therefore comparing us with other countries would be a wrong step as we have different set of problems.

as far as land acquisition is concerned i want to add a problem lies in indian's mind. i think nature of indian's is very ambiguous sir, during UPA period there is consent clause in land acquisition and also 80% families member consent if their is PPP model acquisition and at that time every-one argues by saying that delays of road project , the reason is that government gives the acquisition rights to private company who building the road now problem comes that people are not agree in acquire their land to company because of this consent clause and because of that many projects of flyover and infrastructure is not delayed and in response to that people criticize government. In 2014 when NDA government comes in power , in their very first budget they says that private company need not to acquire land from people , let this burden on us , we will give you land and you should focus only on building infrastructure. so, there is sign of development to do this in same way government should remove consent clause like USA (mentioned in note) but proper rehabilitation should be their.
so, in concluding to that when their is consent clause ,people have problem that development is not their, without land how can development is possible.

Your views are appreciated.
The whole point is, we cannot makes changes in the economic situation without reforms. With competitiveness as the key issue, we must ensure that irrespective of party politics, the political leaders must keep 'Nation First'.

Your concern about Land Acquisition is valid and pertinent.

As far as land bill is considered the recent bill presented by the government has increased the compensation amount to a very good numbers. and beside this a no. of other provisions are made so as to make the land acquition easier, providing government job to a family member is one of them and a no. of other allowances as well. But thats not the problem, in reality these farmers or the people whose land is to be acquired are manupulated by the politicians. and this is the biggest issue in land bill. Like recent controversy on land bill when a slogan was given by the opposition "KISAAN VIRODHI SARKAR". So this is a bigger issue than the provisions of land acquition. Actually a custom has develpoed in our politics that no matter how good the bill/act of the government is, opposition is...it is obligatory for the them to go against it, even if it cost development of the country.

As sir mentioned untill the politicians develop the mentality of NATION FIRST no reformation or development is possible in the country. we willv have to arrive to the concept of CO-OPERATIVE POLITICS.

As we saw economic reforms in our country in 1991 afer the implementationof LPG,I think this country again needs revolutionary reforms again.Railways is the sole means of transport of the middle class and the poor.When peope honestly pay taxes then why the government is not able to bring positive changes?It only shows that public's money is going into officers' pockets.I believe that if Railways get PRIVATIZED or FDI be allowed in railways too then we will be able to witness the change soon.Someone needs to give a competition to government as well.
But yes it will have some pros and cons.Still something can be sacrificed for something better
